Can I get a tan from 2 PM (Eastern) to 4 PM in southwest Michigan today? 10 PTS. for HELP!?

Actually, it depends where you are exactly.  Per satellite, a cumulus field has already developed over SW Michigan which will inhibit receiving the full amount of sunshine.

yes. you can get a tan. go to the nearest tanning salon, im sure they have open appointments between those times.

I can't find a UV Index, but it looks like sunny weather until tonight. Thunderstorms are forecasted this evening, so you will probably start seeing some clouds rolling in around 5pm-ish. Other than that, I think a tan would be in order :)

UV index will range from 5-7,  under generally sunny skies.
