Can I get into the following colleges with these scores?

I had a 2.65 GPA as a freshman and a 2.71 GPA as a sophomore both weighted, though if I can get that up to a 3.0 overall by getting a 3.64 or above as a Junior, and get around a 1900 on SAT's, can I get into the following colleges? Boston University, Rutgers New Brunswick, Wake Forest, and Villanova? Thank you for the help, and please be honest, I really appreciate it.

I am a NJ resident so that should up my chances of Rutgers and I have 200 hours of Volunteering done. I have 3 different places I did it. 50 at the YMCA, where I was a coach for a basketball team for younger kids, the Library for 50 hours, and 100 hours at this place called 10,000 villages which is a non-profit organization that help create a fair market for other countries.

if you pick up your gpa over the next 2 years and get a 1900 on the SAT then you can be sure of Rutgers. I'm not familiar with the other colleges, but you need to pick it up.
