Can I get into the university of Illinois in Chicago with this transcript?

Question

When I graduate from high school I will most likely end up with a 3.11 weighted GPA. That is what I am concerned about, however, I did get a score of 24 on my ACT, which people tell me is good. I also got a 2100 on my SAT (1300 without the writing)and when I apply I will have finished 150 hours of community service. Through all of this I'm very worried. What do you guys think? Be harsh on me, I want the truth.

SAT scores are good.  GPA is not great (especially since they report the unweighted one and weighted) but definately apply, write a good essay, that might make a huge difference!!!!!/
