Edmonton is bound by the Alberta Traffic Safety act.  This basically means you are stuck following the laws of Alberta.  In 2003, the Graduated Driver Licensing program was put into effect.  Part of the GDL is that You must hold a class 7 (Learner's permit) for 1 Year prior to being able to obtain a Class 5 regardless of any Courses you've taken.

Driver's Ed will help you in terms of insurance costs (not a whole lot, maybe a few dollars) but aside from that it doesn't do much good.
