No, you can get diseases. Take him to the vet and yes, push ever so slightly but just hard enough to his chest and try to get him to breathe on your way to the vet.

Don't listen to these people who are telling you not to, if your bird isn't breathing do whatever you can do to help him, within reason of course. But you should have him checked out to make sure he doesn't have any diseases
