Can I go back to the US even if I had gone there previously on a J1 Visa?

I went to the US on a J1 visa and have a 2 year home country requirement imposed with the J1.Can I sill apply even without a waiver?

If you are subjected to the to INA 212(e) requirement (which you say you are) then you cannot change your status to or be issued with an immigrant, fiancé(e), temporary worker or intra-company transferee visa (K, H, L) until you have returned to your home country for at least two-years or received a waiver of that requirement.

    You may however apply for any other visa to the United States providing you are eligible for the visa.
