When you get weed, and it looks like the image above, could you grow it out again from where it was cut?

No this is dead. Don't try .

No chance I'm afraid. If you had the part of the plant these buds had been cut from then you'd have the base of the plant i.e. the roots. The actual plant would still grow but not these buds dude. Just any smoking them.
