Can I have an appraisal done on a piece of land that doesn't belong to me (potential purchase)?

If I'm looking at a potential land purchase, and want to compare the market value to the asking price, am I allowed to have an appraisal done (if I don't own it yet)? Would I have to get permission from the seller?
