Can I hook 40W speakers up to my TV without an amplifier?

I've got two 8 OHM 40W speakers and RCA plug-to-lug adapters, and I want to run the audio out right into the speakers from my TV set without an amp. Can I do this and have it be okay?

In theory yes you can, but the RCA audio output (the white and red jacks) are not amplified, so you probally will not hear anything worthwhile.  I have used in the past amplified PC speakers in that way, and that works pretty well if you need a temp fix.
