  1. Read the instructions for the W-4 for your source.

    If you didn't have any tax liability the previous year, and don't expect to have any tax liability that year, then yes you can claim exempt.  Otherwise no, you aren't legally allowed to.

    If after half a year you have already paid in enough to cover your tax liability for the year though, you can claim a large enough number of allowances for the rest of the year to not have any more withheld for federal income tax.

You should only claim "exempt" when you had no tax liability for the previous year and do not expect to have one for the current year.  Exempt is mainly for those who only work for a short period of time (a few weeks or months) such as high school and college students.  Source:  IRS.gov (Web site).  Look for W4 information.
