1. That most certainly does make sense. You cannot. Let me explain.

Every wireless internet has a modem, and a wireless "reciever" as you put it, or a router. The modem is connected to the router and the router has a radius of about 75 feet or so. The closer that you are to the router, the better the connection will be. You are able to use internet at your house because you are within the radius of your nieghbor's house, although since you are far away from it it doesnt come in "strong". Also, if your computer does not at least have 4 gigs of ram, it is a genuinely slow computer. Hope that I helped!

  2. Look into Wi-Fi range extenders

You may need to hard wire them to the router for the initial configuration. If that's the case, let's hope you're neighbor is aware of your intentions.

  3. It depends where you neighbors router is currently located. If it is not on the same side of the house as your house then you could use an access point to boast the signal.

What you will need to do is either purchase an wireless access point or purchase a wireless router and turn off the router (It then becomes an access point). An access point can be used as a repeater, you place it between your neighbors wireless router and your house. You would attach to the access point which would then forward your requests
