Can I mail chocolate from Canada to USA?

I've mailed candy, including chocolate candy to friends in Canada before. I told the worker at the Post Office what was in the package, and they had no problem with it. I simply had to fill out a little customs sticker and mark "gift" and then write in "candy."

Also, I've taken many trips to Canada, and brought food across the border, and the Customs/border workers did not have a problem with it.

Absolutely you can.  Foods are shipped worldwide all the time, and U.S. and Canada have an open border policy on such stuff.  Just leave out Weapons of Mass Destruction, Bombs, and Marijuana though as they might search it!  :-)
