Can I mail in my request for a Japanese visa to the Consulate in Atlanta?

I live over seven hours away from Atlanta and within the next few weeks I will be receiving my certificate of eligibility to study at a Japanese university, but I will need a student visa. I have heard conflicting reports as to whether I can Fed-Ex my application in or not (some consulates do allow this), and with current gas prices and a busy schedule I fear that I would not have the money and/or time to go down to Atlanta to apply in person. Does anyone know about the specifics of the Atlanta consulate's procedures?
