Can I make Music On the Computer?

I was going to make a personal CD, nothing special. I wanted to compose music for it with something like Garage Band, is there anything free on the internet that I could use with like all instruments, downloadable or not give me a link! Thanks!

You need a MIDI Composer and there are free ones available.
