Can I make an international call easily on any pay phone?

Yes, rates vary widely between services and destinations.  The prepaid cards are the best choice, but are better when used with a regular phone, not a pay phone.  The pay phone people will hit you with an additional charge just for using their phone.  Using a regular landline phone, it is actually less expensive to make some international calls than to make domestic calls with some of the prepaids.

My cell plan has an international calling feature that makes many destinations equivalent to local calls.

it can get expensive... its like two dollars for every ten minutes where i work

It wont be cheap.  Your best bet is to buy an international prepaid calling card that is available at most convenience stores.  You could get rates as low as a few cents a minute.  

If you really wanted to do the pay phone thing, dial the number wihtout putting money in and it will tell you how much you need.  If you want to talk for any length of time you better bring a couple rolls of quarters with you.
