Sure, why not? Do what  you will with no harm to any one

try it they might just get up. if not try wakeboarding yu dont need as much hp if your wakeboarding

You probably won't be able to get a skier up with a 25hp engine.  You want to get the skier up as quickly as possible and there is quite a bit of drag when you are pulling someone up.  It's also a lot easier if someone is learning if you have the power to get them up quickly.  You should be able to pull kids on a knee board since they are easier to start out at slower speeds.  This is only my opinion but hope it helps.  Since your lake is limited to 25hp, are there ever any skiers on the lake?  If so, you might want to check with someone to see how they do it.
