Can I pay my finish paying my car off with what's left of my pell grant?

My husband and I are both receiving pell grants and a couple other grants and we will have about 3000 or so combined after tuition, books and supplies. What can you use the remainder for? I know rent and gas. What about utilities or insurance? How do they regulate what you spend it on?
