Can I pay the same tuition fees as EU students if I live overseas and hold an EU passport?

I have never lived in Europe. As I know if I study in the UK, I have to live there for three years, so that I pay the same tuition fees as EU students. Which countries in Europe can I pay the EU student fees without living there for three years?

I think it is possible in Denmark, Belgium and the Netherlands, but the administrative burden may be considerable.

Denmark may be the best one. Sometimes, they even pay you for studying.
