Can I plant food plots in iowa on public land?

You would have to talk to who ever manages the public land (i.e. BLM, Forrest Service, Park Service, ect.).  I would say no.  If anyone could grow stuff on it everyone would.  It would just be farm land.

Public land means it is owned by the PUBLIC, and is not for the special use of greenies.  Perhaps someone else would not want to see this "public" land you speak of turned into a garden.  Did you ever think of that?  Perhaps the insects and animals who live there would like their homes left alone.  Ever think of that?   Perhaps this is still America, and not a socialist-greenie country.  I am sure you have never thought of that.

The term public land would include highways and parkland, land around the post office, and military bases. I mention that to clarify that there would never be a rule allowing one to grow food on just any and all public land.

A state or a city certainly could set aside land for garden plots. But part of the objective of growing food may be that one wishes to harvest it oneself. You might go along planting seeds with impunity, but nobody is going to protect your crop from being harvested by any and all of the public unless the city takes a decision to do that.

In Cuba I observed that during a period of deep famine in Havana province, scouts planted things like squash and beans on vacant land. But then nobody appeared to have a right to harvest it, legally. Some did, illegally, and it was great! but it was not the scouts who planted it.
