With emulators and the Playstation 2 version of Guitar Hero 3 you can play Guitar Hero 3 on pc without the controller. I'm not aware of a working Xbox emulator but you can search for one if your game is an Xbox game.

If you purchased Guitar Hero 3 for pc then I am sure you won't need the controller but you might.

A free alternative to Guitar Hero is Frets on Fire. It is for Windows, Mac, and Linux. You use the keyboard for a controller.
