yes, its called priority/chain link. once chaos is summoned, u can use cards like divine wrath as mentioned or u can use my fav card, solemn judgment. chain links are resolved in order. summon of chaos is 1. flip trap is 2. trap card is resolved first, then chaos is destroyed. if another trap by opponent is flipped after ur trap its chain link 3. that negates ur trap so his dragon is safe.
