Can I put insulation directly against a bare grounding wire?

I am finishing my basement, and the grounding wire for my home connects to the main water line pipe on a wall that I am now finishing. I'm wondering if it would present a fire hazard to put insulation directly in contact with this bare wire. My fear is that in the event of lightning or an electrical malfunction that the grounding wire will ignite the insulation.

  1. no, insulation is not a conductive material, it will insulate the wire just as a rubber coating would
