  1. You can put pots in the water, just don't get caught. Big,Big, fines. You can get a 10 pot license from the state for $35. You have to live in Ma. to get it.


  2. Sure, just like you can do 100mph on I-95.

    Get a license. Avoid fines and jail and confiscation of pots and boat.

It you could find a place to put pots in international waters, you probably don't need one - but then I wouldn't want to have to prove that when you bring in a haul, and of course it would cost you more in gas to go out there than it would to go buy some at the store.  I would also suspect that unlicensed pots would have a tendency to be raided and or disappear since the raider won't be breaking the law on unlicensed pots.

    Having a license is the only way to go.
