Can I receive a visa in a different country than the one where I started the application?

i am from country A working in country B. I must soon leave country B and started the application for working visa in country C. I must return to country A and if I were to receive the visa in country B it would be after my flight to country A. So I want to receive the visa for country C in copuntry A.

  1. Generally, no, the application file is tied to the office of application.  however, it depends on what type of visa, what countries, and individual, exigent circumstances
