Can I received Tuition Reimbursement from a Government-funded program if I have a visual impairment?

I was curious if anyone had some insight on this or knew anyone who has been reimbursed by the government/state for having an impairment of their eye/eyes.

I have a permanently injured eye that impaired vision substantially in my right eye and KNOW I would receive an impairment rating by a Doctor if it were needed to be eligible for reimbursement. From an Insurance background, I understand most proof of impairment through the state's eye is an impairment rating from a Doctor.
