Can I recycle plastic bags that I get packages in?

I buy a lot of t-shirts (mostly from threadless or woot) and they're usually shipped in plastic bags. They seem to be thicker than normal grocery bags. Does anyone know if/where I should recycle them? If I can't, does anyone know of anything I could do with them other than throw them out?

Yes.  Plastic bags that t-shirts are shipped in are typically type 2 bags, which are recyclable.  You'll need to find a bag recycling center near you, for which I recommend PlasticBagRecycling.org.  Most of these bag recycling sites are located at grocery stores.  Please check the receptacle at the store and ensure they take type 2 bags.  Some recycling sites only accept type 4, which are your typical grocery store bags.
