Yes, once you've entered the C-Charge zone and paid the charge you can exit and enter it as many times as you like on the same day.

Yes. The £8 congestion charge allows you to go in and out of the congestion charging zone as many times as you want on the day you have paid for. This is the link to the page on the Transport for London website which explains the rules:
