  1. The name of the product you need is Aquaseal.  It's made for neoprene.


  2. I'm not familiar with that make of wetsuit and don't know where the 'cuff of the near of the velcro strap' is. but it's possible to buy neoprene glue to repair tears in neoprene. If it's bad, you could stitch before using the neoprene glue.
