  2. Not sure about SC but it is not legal to ride in VA. According to NC laws, a learners permit only means you cannot carry a passenger. In VA the law states you have to have a fully licensed rider (on another bike) along with you. So if you ride into VA on a permit only by yourself, you are breaking the law. Just check to see what SC restrictions are for permits.

  3. VA laws apply to VA and the same for SC. If your permit is from NC and the bike is registered and insured in NC, then as long as you follow the rules for NC, you'll be fine no matter what state you are in.

    It is the same concept like the window tint law. If you live in a state that allow the dark tint, you can't be fined or prosecuted for it when you travel to a state that doesn't allow it.

    If you go down there doing stupid stuff and attract the attention of the law, they may try to come up with something to stick you so be easy. But like I said NC registration, NC permit, you're fine as long as you're following the rules of NC. Obviously you have to obey SC traffic laws like speeding and all but you can drive ya bike.
