Question:

Can I rough up my disc brakes to make them lock when brake?

Yes yes, I know it's an off request. But will this work? I'm afraid of damaging the rotor (that might not be the right word, the thing that spins with the wheel.). If I were to grind it down just a little using steel wool or sand paper would it lock if I pulled it just hard enough?

I like having the disc brake but it isn't often that much help since I like being able to stop on a dime and even tightened it won't do much but rub tightly.

If you decide to rough your disk brake up, I suggest making a pattern on them with the sandpaper/steel wool and roughening them lightly and evenly, don't grind it down as chances are it won't be even and you may experience excessive vibration. With this it your brakes will wear faster. Locking the rear wheel should be easy, but the front wheel will need more force, and may throw you off depending on the speed. If your brakes rub lightly, maybe they haven't been adjusted properly?
