Can I run a telephone wire 400 feet outdoors?

If so do I need a minimum gauge or can I just use anything? Thanks!

Sure, should not be a problem.  Use a cable with 22 gauge or larger wire pair(s).  Remember to put in lightning protection.  If there is a nearby strike a serious voltage can be induced into a 400 ft wire pair.

As long as you can get a telephone cable that long. You can use the cables the lineman used to connect your home to the telephone switch box.
