  1. You don't need the TiVo Desktop Plus to do this.

Assuming your TiVo is connected to your home network, browse to https://ip.address.of.tivo/.  Username is "tivo", password is your Media Access Key.

You can then download the .tivo files.  These files are easily decrypted with a program called "tivodecode".  Do a bit of googling and you'll find it.  You then have a nice MPEG2 file, which can be easily burnt to a DVD using something like Nero.  Roxio has some package that does it as well, though I don't recall its name.

My personal workflow to download stuff from our TiVo HD to go to DVD is:

    1. Download the .tivo file on my Linux PC

    2. Use tivodecode under Linux (there are Windows builds too)

    3. Transfer decoded MPEG file to my Windows PC and burn using Nero.

  2. Yes, you need to use the Tivo Desktop software ($$$) and a movie that is not restricted by Digital Rights Management and a network connection between your Tivo and a PC.

Transfer the movie to your PC. Reformat it for DVD use and burn the disc.
