  1. In Texas you can

  2. Depends on the State and time frame for free.  Charges for some sites--Ancestry etc.

  3. In the past, access to marriage records as well as other public records was restricted to government agencies, law enforcement officials, and the like. Recently however, with the aid of internet, any individual who can surf the net can now search for and retrieve all sorts of records including marriage records, divorce records, death records, birth records, census records, business records, court records, arrest records, and more.

Most online public records databases are pretty good. Some allow you to search records by first and/or last name, date of birth, city, zip code, state, or even year (some sites have records dating as far back as 1800). Most of the time, reliable sites have up to date and accurate information. A good site I know of for searching public marriage records is Records Registry (http://www.records-registry.org/marriage... You have to register with them but it’s worth it. It’s something like $20 for a one year membership and their records database is huge.

There is some controversy however with regards to the easy access to these services, as other resources such as reverse cell phone lookups have also become easily available ( http://www.reversecellphonedetective.net ). Although there are legitimate and beneficial uses for these types of services, many people are becoming concerned about their privacy (or lack of privacy).
