Can I send in my Lein release to the cali dmv.. or do i have to go in and hand it personally?

my car has an e-title and i just finished paying the loan off a few months ago... and we want to sell the car... does anyone know how to go about this? we're stationed overseas in germany with the military, so we dont have the option of going to a stateside dmv, obviously

If you paid off the car a few months ago, the legal owner long ago should have submitted the lien satisfied electronically if they are a paperless title lienholder.  No you do not have to appear in person, but you must submit an ORIGINAL lien release by mail with the proper application for duplicate title form.  You should call the DMV (1-800-777-0133) to see what the record shows.  You may want to also call the legal owner to see if they had electronically filed this already.
