Can I setup a hotel-style "Welcome" page for my home WiFi?

Is it possible to setup a hotel-style "Welcome" page on my home wireless network. I would like to make it easier for visitors to enter the network password, etc., or I could list term of service if I want to leave the network open. I do not see any way to this using the router setup screens.

you have to make and host a site like that yourself, OR you can make it so that the webpage is on the closed network, which a closed network is like what you have in your house, you can make the page and run it off your computer and just make it the automatic home page for anyone that gets on your wireless internet.

You can do this but it is not done on the router.  A RADIUS server is used to do this.
