  1. It's required??  First off, I don't believe they can require anything of the sort.  If you are in a fire hazard area, they can require certain insurance, but not that you put a certain chemical on your house!

    As far as what ever that is, I would check with the planning commission for the city you're in.  Certain California cities are really particular.

    But go back to the refi company and tell they they're out of their minds.  It's unheard of!
