You are going to hate me, you could do this but why?  No offense but unless it is a hobby and you don't mind no-one visiting your site, then go for it.  If you are doing it try and compete with Craigslist, then you will really need 200% to give.

You can register a domain through yahoo, get hosting, and turn the site into anything you choose.

You can purchase a script that is all set up and ready to go with no needed knowledge of anything major. A pretty good copy of craigslist is at http://www.craigslistclones.com

You are going to want to hire a programmer to get it done for you but it will not be easy and at this point you need a great deal of time and money to make it work.

You will need to have a database to store all the content of your site... my best advice is to just use this site to search craigslist...
