Can I still apply for my green card?

I have lived in the States since 04/02 and am an asylee. I read on the immigration website that I can apply for my green card a year after the asylum is granted. It has been 3 years since my asylum was granted and I have not applied yet, because it is so expensive. Am I too late to apply now?
