  1. It is entirely possible, however I'd recommend you speak with an AME (Aviation Medical Examiner) before incurring the cost of flight training and finding out otherwise.

    The FAA will mostly likely not issue you a medical without some sort of statement of demonstrated ability (SODA).  You'll need to speak with the AME and the FAA about what you would need to do, but chances are good that it'll be pretty d**n hard if you don't already hold a commercial pilot's certificate.  If by "Commercial Pilot" you mean an airline pilot (different class of medical required), you're looking at an enormous obstacle.

  2. I once saw an article in the AOPA magazine about a lady flight instructor that had one arm, and the other one was completely gone.  Last I heard she was flying cargo in a Cessna Caravan.
