Can I submit IGNOU Assignment through Speed Post at Chandigrah Study Center which is Punjab University??

I am doing Post Graduation Diploma in Journalism and Mass Communication... I dont have any study center in my city for this course.. the study center of punjab for this course is Punjab University Chandigarh.. Can I deposit my Assignemt through speed post........
