Can I sue a CA state official for lost wages and or damages?

I am a student at a Clinical Lab Science program in CA (identical to a medical technologist elsewhere). I have been struggling with transcript request from the Laboratory Field Services office.

After a single one sided completely inappropriate conversation (this guy is notorious) my final correct transcript that was delivered the week of my deadline is "missing" even though it was confirmed delivered. By not getting this spot I am at least going to miss out on a years salary applying again. My question is, can this person be ruled negligent or neglectful in a court of law and would I have the right to seek compensation for damages?

    i answer that without fulling understanding the question

    you are a student, then you need transcripts and then it will cost you a years employment.................................

    the whole scenario does not make sense but in any case you have no claim for any civil suit and you have no way to prove any loss only a possible or presumed possibility of loss.
