Can I summon a monster and atack in the same turn?

yes. but if it's the first turn of the duel, you cannot declare an attack. some monsters have effects that make them unable to attack on the turn they are summoned (kuraz the light monarch) or if you activate their effects (chaos sorcerer)

If you summoned a monster in attack mode, you can make one attack with that monster in the battle phase, unless you started first in the game and your opponent hasn't had a chance yet.

yeah you can as long as its not the fist turn of the game and you cant flip a monster and attack the same turn th monster is set

If you're talking about Yu-gi-oh, then yes, so long as it's not teh first turn of the game.
