It looks like you can legally bring in 200 cigarettes to ireland.  If a pack holds 20 cigaretts. You can bring in 10 packs.

Yes, I think the allowance is 1 carton per person. You can probably chance it and take two, maybe put one in your checked luggage and another in your carry on. I brought back more than one carton plenty of times.
