Can I teach myself to flare my nostrils?

Question

Is it possible to teach yourself how to flare your nostrils rapidly? Or is it genetic, and you have to be born with it (Like curling your tongue)?

Anything that is genetic, like when I look at the sun it makes me sneeze is something that you cannot teach your self to do.

It is either means that the brain material is there to do it, or it is not.

My parents can't, neither can I, but my brother can.

So I'm not 100% sure at all if it's genetic. But I cannot flare them ):

Is curling your tongue that hard? Heh, I thought everyone can do it :P

Also, I notice sometimes everyone can flare their noses, though when talking or something, impulsively.
