Considering the new 490 running mass (according to their website) is over 1300kg and  you'd probably want to add things like bedding, clothes, food, water its weight is likely over 1400kg. An older model is likely heavier too.

The Berlingo's towing capacity with brakes is 1100kg, so no, it is not advisable and potentially not covered by insurance. "Can I" and "Should I" are two different questions though, so yes it may be possible to move the caravan with that car, but no you shouldn't. No matter what Citroen, (or VW for that matter) tell us, 1.6L is not a serious towing power plant even in diesel. A 6x4 trailer with a BBQ on board perhaps, or a jet ski, but not a long trip with a caravan.
