  1. I have known someone who wanted to transfer from a Cal State to a UC and so many of the classes were incompatible, she had to take them over.  I would say no.  You would have a much better chance of going to a community college and transferring after two years, as long as you keep up that GPA.

  2. Nothing is impossible.  But CSU students do not get very high priority when transferring to a UC because CSUs  are not designed to transfer their students.  CSUs are 4-year universities and they expect their students to graduate there.

One option you have, and I don't know if this is the best option for you, but is to attend a JC and sign up for a transfer admission guarantee program.  It is the way how most JC students transfer to the UCs.  As the name says, if you meet certain GPA requirements and take all the required classes, you are guaranteed admission.

You should call some UC admissions offices and ask them how many CSU transfers they accept per year.  I think some UCs may even publish the data.  But I know for certain that you have far better chance transferring from a JC.  I am telling you all this assuming that you are a CA resident.  If you are not, then you will face even tougher odds.
