Can I unlock a Blackberry Pearl 8300 from service with Cincinnati Bell for use with Verizon network?

Currently on my phone I have no service on it but the phone was purchased from Cincinnati Bell. I need to use it with my Verizon plan. Help. I am very technical and think I may be able to handle the unlock on my own. I don't want to have to pay someone if I dont have to.
