    And that goes both way - HOV vehicles cannot just willy nilly jump off the HOV for passing either.

  6. No, if you get pulled over for driving in this lane for ANY amount of time. you had better have 3 or more people in the car or you may be written a ticket.

Typically, you can only enter the HOV legally at entry points, even if it's only painted lines and once you enter the HOV lane, you need to stay in it until there is an exit point.  This is how traffic can move along more smoothly in the HOV, because people aren't popping in and out of the lane.

    If you're caught using it as a passing lane, you will get ticketed.

No... unless there's specifically a sign that lists the times when the lane is an HOV lane, in which case, any OTHER time, the lane is a free-for-all lane (with the exception of trucks and trailers) and can be used as an adjunct left lane. The line separating the HOV lane and a regular travel must be BROKEN (dashed), allowing you to make the lane switches. If the lane separator is a solid lane, you may not switch to/from the HOV lane, except where appropriate, even if it's "after hours" for the HOV lane.

    If a sign simply says that a lane is an HOV lane and has no specific times, you MUST assume it is a 24/7 restriction.
