  1. NO.. the DSL modem will not get a signal.

    when DSL is ordered...

a DSL line needs to be tested to confirm that DSL can be sent over the line, in many cases a tech needs to come out to change the pair the customers dial tone is on, either because it is on a fiber (lightspan) pair, or dAML, or perhaps there is another factor preventing DSL from being provisioned on the line, such as high stress...

once the line has been tested and conditioned for DSL the line also needs to be connected to the DSLAM in the central office... this is the equiptment that sends the DSL signal down the phone lines. With out being connected to this equiptment you will be unable to get a DSL signal...

your question is the equivalent to if there is no dial tone, can i plug a phone in and make a phone call..

you can use multiple DSL modems on the same DSL line, however you can only have one turned on at a time...

  2. no, you have to suscribe to a DSL( Digital Suscriber Line) in order to hook up a DSL modem by calling you local phone company and telling them you want to buy DSL like ATT or Verizon, and you could install the modem yourself to save up those 200 dollars for the tech, DSL is kind of cheap now,
