Can I use a hairline trimmer to shave off my facial hair ?

Also how would I prevent razor bumps and rashes, and also must I always shave with shaving cream n if i don't what could happen.

u can.  However, for close shaves with less bumps, it's best to shave either in the shower, right after a shower or after warm water compresses on your face for a few minutes.  

We do this to moisten and condition the hair for shaving.  It's easy on you when u do it like this.

Prevention of razor bumps is easy.  Use clean and sharp razors.  Throw old ones out after a couple of uses.  Also, shave against the direction of your hair.  If you shave in the direction, the likelyhood of your hair getting caught in it's own follicle or surrouding skin is greater.  If you get rashes, try sensitive skin cream vs regular.

It's also not necessary to use shaving cream but it's best designed for the task.  Alternatives are, conditioner, skin cream, soapy-foamy water, plain water and of course everyones least favorite--the DRY shave lol.
